Dr. Joe Mekiliuwa holds a B.Sc. Computer Science degree from the University of Benin, Benin City; Master's Degree (M.Sc.) in Computer Science from the University of Lagos; Master's Degree in Business Administration (MBA) from University of Ado-Ekiti, Ekiti State; Master's Degree in International Law and Diplomacy M.(ILD) from the University of Lagos; Doctor of Business Administration (DBA), Business University of Costa Rica; Doctor of Philosophy (Ph.D.) in Management from Aldersgate University College, Solano, Nueva Vizcaya, Philippines, Ph.D. in Management from St Clements University, Switzerland; an Alumnus of Lagos Business School, Lagos, and Alumnus of London Business School, UK, etc.

He is a Fellow of Chartered Institute of Stockbrokers (FCS), Member, Chartered Institute for Securities & Investment (UK), Fellow, Institute of Capital Market Registrars (ICMR), Professional member from UK International Professional Institutes: Institute of Management Specialist (Comp. IMS, UK); Professional Business and Technical Management (C.PBTM, UK); The Academy of Executives and Administrators (C.AEA, UK); The Academy of Multi-Skills (Comp. AMS, UK); He attended several courses/trainings, workshops and strategic meetings in Europe, North and South America, Asia etc. that took him to over 50 countries of the world.

He was the General Manager and Divisional Head (Business Development & Corporate Services), and General Manager / Divisional Head (IT/ Operations) for several years in Central Securities Clearing System of the Nigerian Stock Exchange where he was also one of the pioneer staff. He was involved in various Capital market initiatives and projects in Nigeria, Africa and Global CSD Associations of National Numbering Agencies (ANNA) and Associations of Africa and Middle East Depository Associations (AMEDA).

He served as the Chairman, Technical Committee for the African Stock Exchanges Linkage Project and was also the Technical Chairman of West African Capital Market Integration (WACMIC) involving West African CSDs and Stock Exchanges. He is a Council Member of the Institute of Capital Market Registrars (ICMR), a member of Board of Trustees, FMDQ Exchange Investor Protection Fund, a Current Board Member of Emerging Africa Capital Group, City Code Mortgage bank, etc. He was the pioneer Managing Director of FMDQ Depository Limited, and currently the Technical Adviser to FMDQ Stock Exchange Group and Non-Executive Director of FMDQ Depository Limited.
